The Harbor Committee is going strong. Clark Scarboro retired as chair due to travel commitments , but remains on the Committee and Barrie Arnett has accepted the position. The regular volunteers are myself, Barrie Arnett, Clark Scarboro, Ted Taylor, Chris Dailey, and Al Womac, two alternates are Henry Carsberg and Ron Fortier. Board representative is Mike Morrell. Also included with this Committee are Judy Grosvenor, Manager, Britt Gjolmesli, Marina Administrator and Brad Exley, Harbormaster, Ex Officio. We are short one Board representative but the Board will have new assignments with the coming fiscal year.
Accomplishments during the year are highlighted below:
- Marina “hosted” a fire drill on July 25th, 2008.
- Committee did a marina “walk around” with a board member and the Community Manager.
- Advertisements were placed in local boating magazines for winter months in an effort to reduce the winter vacancy rates in the marina.
- Research for dredging of the Harbor is ongoing, Eelgrass survey was completed. The Community Manager received the preliminary drawings from Wilson Engineers showing Shelter Bay’s waters, depths etc. indicating where dredging needs to be done. The Committee is anxious to complete the process necessary to apply for permits to keep the marine usable at low water. Dredging is currently on hold until cash reserves can be rebuilt.
- The committee drafted “Rules for Private Docks” that were submitted to Rules Committee Sept. 25th, 2007. Rules returned this document in March 2008. The committee is continuing to meet with Rules Committee to finalize this document.
- Harbormaster painted “fire lanes” and “load & unload” spaces at the top of each dock. Harbormaster has been refastening the docks with long screws to extend the life of the piers and fingers. This has made the finger piers more stable. Dock repairs are being made as needed. Bids are out requesting the cost of replacement of 7 pilings in the marina.
- Committee & Community members constructed & installed 152 dock ladders between each slip in the marina. Templates were used to speed up construction and installation. SB Yacht Club paid the cost of 50 ladders. Ladders are being made available to private dock owners at a cost of $25.
- Two new Marina forms were developed; “Request for Action to Vessel Owner” & “Harbor Committee Request for Action” which will be submitted for approval to the Board.
The Committee members are continuing to explore ideas by which they can find avenues that will allow some necessary repair and maintenance to our ever-deteriorating marina. We are investigating costs replacing some of the older and most deteriorated finger piers. Present plan is to enlist the community to have work parties to build and install finger piers to keep costs to a minimum.
Committee hopes to submit a 5 year capitol budget plan after July 2008.
Funds are being budgeted for 2008-09 fiscal year for studying ways to reduce sediment entering the Harbor from the uplands. Catchment basins could possibly reduce the need for future dredging at storm water outfalls.
Our marina is one of Shelter Bay’s biggest assets and needs to be kept in good repair.
